It is an offset and the default value only indicates the maximum theoretical value, allowed by the SMU. Why AMD decided to display it as such is a very good question...
Hence, there are no guarantees that the maximum voltage will ever be met, as the actual voltage is decided by the AVFS (based on power and current limits, and several co-efficients).
So in case of the MBA cards and their Vmaxes: 1025mV for 6800, 1150mV for 6800 XT and 1175mV for 6900 XT.
Setting "1000mV" on these cards means: -25mV for 6800, -150mV for 6800 XT and -175mV for 6900 XT.

Mi piacerebbe capire come renderla stabile con voltaggi più bassi di 1,15v però
@devis: hai fatto qualche prova di undervolt te?
